Directly prior to this if was $13.95/hr for “liquor servers” when regular min wage was was $15.20/hour.
Ontario had a different rate until Jan 2022. I think they still have a “student” minimum wage.
It’s not as stark a difference as it is in some states but it has been part of the reasoning for tipping here as well, in the past.
