I would be in support of my state making a deal with the auto industry:
All speed limits get increased by 10% (rounded to the closest 5mph). I’d even throw in 15%.
In exchange, all new cars need to have a speed governor.
I know the privacy people are going to roast me on me wanting the state government to track every car at all times but I am sure we can find solutions where the car knows where it is without the government knowing.
Having the restriction for a car not to be able to go over 40 in a city where the speed limit on all non-expressways is 25 would be a very very good start.

Speed governors which adapt to a speed limit will not work. Just do traffic calming and you can get rid of speed limits
