Conservatism (regressivism) is antithetical to human progress.
Red states already have refused sidewalks in a substantial amount of their states. They don’t wanna risk a minority walking in front of their house.
OG antebellum red states objected against roads, believing they did too much to serve the poors.
Roads were socialism as were schools, libraries and hospitals.
It was always class war.
