I mean, I don’t think usage statistics are a great way to evaluate what needs to be done to any given road. If a road has a speed limit as low as 25 mph there probably shouldn’t be more than one lane per direction.

Ultimately the answer, at least in my view, is that the people who need to be held responsible for road safety need to be the ones most capable of inflicting harm and most insulated from risk of harm. To be clear, when I say responsible I don’t just mean being punished when there is a fuck up, though there definitely needs to be that, I mean making an effort to ensure that drivers exhibit reasonable levels of competence and designing the environment they exist in to encourage safe behavior.

I mean, good to have data that lowering speed limits does actually help. Still would be better to revamp the roads to have a safer design speed.

People would in general change either their living place or place of work to be about a half hour’s trip. That would take some time sure, but people mostly aren’t going to bike an hour every day for many of the same reasons they don’t drive an hour every day.
