They aren’t saying it’s a sane reaction, they are saying “it happens every weekend” doesn’t imply “all drivers who happen to be in the area should know and plan for it”.
Yeah, the “it happens regularly” isn’t really good reasoning.
“It’s clearly a bike event and you can’t drive there” is much more valid.
